The goals of two-way bilingual classroom are bilingualism and biliteracy, multiculturalism, and cross-cultural understanding. The model and language ratio varies into 50/50, 90/10, and 80/20 etc.

The goal is to develop long-term bilingualism in ELLs, usually they exit the program. Instructors use students native language for long term cognitive development. The instruction uses the model 90/10, usually at Kindergarten and then transitions over several years to more English instruction.
It is effective with a stable EL population that can benefit from program.
The goal is to use students native language to transition to English as quickly as possible. Students native language is taught at the beginning until students acquire English literacy and then its all English instruction once they have those skills.

2. English Language Programs
Instruction is delivered in English. This program allows students to learn English and the content area at the same time.
Instructors need to be trained and be able to provide accessible resources for students. |
The ELL specialist pulls the EL student out of the classroom (pull-out method).
